This one has been done a few times over the last year or two, but the examples I have seen only have fade-out at the bottom and also have been let down by not having an alternative for IE and using 'foreground' images which cause problems for 'non css browsing'.
This version has fade-outs at the top and bottom, uses transparent .png files for non-IE browsers and alternative transparent .gifs for IE5+ and IE6 (not quite so good). IE7, when it arrives will have transparent .png support so will see that version.
The css is very simple and all you need specify is the container width and the scrolling div height.
This does show up a bug in Opera v8.5 whereby the scroll bar doesn't work but the mousewheel does, and what is more, once the mousewheel is active you can move the mouse outside the container and it will still scroll.
There are four images used in this demo, two png files for browsers that understand and two gif files for IE5.5 and IE6. I have placed these below on a red background so that you can see them more clearly.
